I was hoping to buy the pump and get that going, but now I am wondering if I need to have a fence up first?

Could I just fence of the back for now?

What is the most import things for me to do right now?

What would be of the most benefit to me now?

This kids have been a real problem in my neighborhood.

It is $1.29 for each six inches of panneling or $30 for an 8 foot section from Home Depot. It is also $8 for each post, so it is about $40 per 8 foot section or $5 a foot. The gate is wood plus $30.
